Former Regulator and Commissioner of the United Nations (UN) Broadband Commission for Sustainable Development, Marcin Cichy, joins Welchman Keen as Head of Market Access, EMEA (Europe, Middle East and Africa).

With over 15 years of public and private sector experience in Technology, Media and Telecom (TMT), Marcin has an in-depth understanding of government and industry stakeholders’ priorities and concerns in connectivity projects.

As an international proponent of narrowing the digital divide, Marcin is well-positioned to advise public and private sector clients on viable pathways for implementing sustainable and equitable connectivity policies.

Welchman Keen is pleased to welcome TMT expert, Dr Eng. Marcin Cichy, as Head of Market Access, EMEA. Marcin has over 15 years of public and private sector experience and specialises in market access analytics, 5G and spectrum, broadband mapping, passive infrastructure access and regulatory affairs.

Industry players seeking to enter new markets will benefit from Marcin’s extensive experience and in-depth understanding of government and industry stakeholders’ priorities and concerns in connectivity projects. As a regulatory expert for UPC Polska (Liberty Global), one of the largest connected television (CTV) and broadband providers in Poland, Marcin oversaw regulated access to property and telecommunications infrastructure for investment purposes. As President of Poland’s Office of Electronic Communications, Marcin moderated the competition among telco providers and vertical markets to ensure affordable high-quality retail services.

Marcin advocates for the narrowing of the digital divide through his publications and appointments in international organisations such as the UN Broadband Commission for Sustainable Development, the Body of European Regulators for Electronic Communications (BEREC), the UN Commission on Science and Technology for Development (CSTD), the Eastern Partnership Electronic Communications Regulators Network (EaPeReg) and the Intersputnik International Organisation of Space Communications.
