Senior Spectrum Manager, Latin America and Caribbean

​

We are seeking an experienced Senior Spectrum Manager to join our dynamic team. This individual will play a key role in managing spectrum-related projects across Latin America and Caribbean and liaising with regional and international stakeholders such as the International Telecommunication Union (ITU), the Inter-American Telecommunication Commission (CITEL), and the Caribbean Telecommunication Union (CTU).

Key Responsibilities

​​

  • Policy Development: Lead the formulation of public policy positions on spectrum management, with a focus on emerging technologies such as satellite, 5G, Open RAN, NGN (Next Generation Networks), and TMT (Technology, Media, and Telecommunications), working closely with internal and external stakeholders.

​​

  • Stakeholder Engagement: Build and maintain relationships with government agencies, regulatory bodies, and international organisations including ITU, CITEL and CTU.

​​

  • Project Management: Oversee and manage complex spectrum management projects, ensuring successful delivery across multiple regions.

​​

  • Account Management: Lead client accounts, acting as the primary point of contact and ensuring satisfaction through expert guidance.

​​

  • Advocacy and Representation: Represent the firm in local, regional, and international meetings, conferences, and negotiations related to spectrum management.

​​

  • Regulatory Analysis: Monitor developments in spectrum policies, regulations, and technologies across Latin America and the Caribbean, and provide expert analysis and strategic recommendations based on global trends in satellite and/or 5G, NGN, and Open RAN.

​​

  • Cross-functional Collaboration: Collaborate with internal teams to ensure alignment on spectrum strategy and public policy positions.

 

Qualifications

​

  • Government Experience: Prior experience working with government entities, ideally in spectrum management, telecommunications policy, or TMT regulation, with a strong understanding of satellite, 5G, NGN and Open RAN technologies.

​​

  • Spectrum Management Expertise: In-depth knowledge of local, regional, and international spectrum management practices.

​

  • International Engagement: Proven experience working with international organisations such as ITU, CITEL and CTU.

​​

  • Project Management Skills: Demonstrated ability to manage telecommunication projects and accounts across multiple stakeholders and regions.

​​

  • Strong Communication Skills: Ability to effectively communicate complex technical and policy issues to diverse audiences.

​​

  • Bilingual: Fluency in Spanish and English is required; Portuguese is a plus.

​​

  • Advanced Degree: A degree in telecommunications, public policy, law, or a related field is preferred.​​

Senior Manager/Manager, Regulatory Compliance (Telecom Media Technology)

​

Welchman Keen is looking for a responsible self-starter, preferably based in Asia Pacific to join its diverse global team. This role will be working closely with one of our Managing Directors on international projects that intersect telecommunication policy, regulation, and technology.

​

Key Responsibilities

​​

  • Meet goals and deadlines on time and within budget, with minimal supervision

​​

  • Analyse telecommunication frameworks from around the world

​​

  • Research and draft white papers, briefs, reports, and analysis on telecommunication frameworks, compliance regulations, and market access conditions

​​

  • Prepare market access applications, including drafting and reviewing documents

​​

  • Monitor and prepare reports on the latest developments in the information, telecommunication, and technology (ICT) industry

​​

  • Liaise with telecommunication regulatory authorities worldwide

​​

  • Engage in national, regional, and international policy advocacy

​​

  • Take on project and account management

​​

  • Provide thought leadership on regulatory compliance in the telecommunication sector.

 

Required Skills and Experience

​

  • An interest in technology policy and regulation

​​

  • A minimum of 3 years’ experience in technology and telecoms industries, handling regulatory compliance and market access projects

​​

  • Experience with satellite and space policy or regulatory compliance will be a plus

​​

  • A penchant for attention to detail, and ability to present ideas and summarise legal documents in concise manner

​​

  • Ability to work in an international team, handle issues and liaise with stakeholders from around the world

​​

  • A bachelor’s degree in Law or equivalent

​​

  • Excellent oral and written English skills; proficiency in a second language is a plus.
