As the former Head of ITU’s Telecommunication Network and Spectrum Management Division, Istvan is experienced in providing strategic guidance to countries seeking to advance their telecommunication systems and infrastructure. Through his years of spectrum management systems masterplans and assessments, and capacity building with a range of stakeholders, Istvan is highly aware of the needs and concerns of developing countries pursuing digital transformation.
