Digital Economic Infrastructure ‘Emua Vila’ Launches in Vanuatu Through Public-Private Partnership Ecosystem

Emua, 8 April 2026 – The first Economic Micro-Hub (EMH) in Vanuatu, ‘Emua Vila’, officially opens on 9 April 2026, marking a significant milestone in sustainable digital infrastructure for remote communities in the Pacific region. Through partnership with Vanuatu’s Department of Communications and Digital Transformation (DCDT), Emua Vila is the first implementation of Welchman Keen’s productivity solution for sustainable remote connectivity enabled by an ecosystem of public-private partnerships.


The EMH addresses a critical gap: ensuring newly connected communities are equipped to use the internet productively and profitably, beyond simply gaining access. By combining connectivity with prioritised access to e-government services, e-learning, and digital literacy and commerce resources, the model enables communities to generate income and participate in the digital economy.


The Honourable Jotham Napat, Prime Minister of Vanuatu, will serve as guest of honour at the official ceremony, joined by Welchman Keen and its global technology partners, as well as community members in North Efate.

The EMH enables participation in regional and global markets through e-commerce and digital financial services – establishing economic opportunity in underserved communities, reducing strain on urban infrastructure and building overall GDP growth in the country.

 

  • Closed-Loop Digital System

The EMH’s digital infrastructure ensures that basic community data, transactions, and communications remain within a secure infrastructure. This model also ensures that basic online needs are subsidised, while entertainment is available at a small cost. This model also ensures participants are fully trained on the dangers of online activity before gaining unfettered access.


Community Workshops and Official Opening


  • 8 April 2026: Community Engagement and Capacity Building

EMH Ecosystem Partners – Digicel Vanuatu, CEO.com, Netsafe New Zealand, and Welchman Keen – will deliver hands-on workshops. These sessions provide practical engagement with the digital services and capabilities the EMH delivers to remote communities.

 

  • 9 April 2026: Official Opening and Emua Vila Community Fair

The Honourable Jotham Napat, Prime Minister of Vanuatu, will serve as guest of honour at the formal opening ceremony, along with comments from the Ecosystem Partners. The community will experience EMH facilities firsthand at the Emua Vila Community Fair, such as the marketplace and outdoor theatre – designed for community and recreational events.

With the 9 April opening, the EMH in Emua establishes a foundation for regional and multi-country expansion across Asia Pacific, Africa, and Latin America.
